Job Summary / Overview:

Responsible for leading a Bid Team, you will act as the overall Bid Manager on Public Sector new bids and existing Public Sector client re-tenders. The Bid Manager will be accountable for designing, managing and owning the end-to-end bid process and managing all new and re-tender opportunities from qualification through to contract award. The successful candidate will have excellent writing skills that will enable them to translate complex client requirements into tangible, compliant and compelling, bespoke responses to achieve the highest possible scores against client specified scoring and evaluation criteria. You will have proven success of winning new business and retaining existing business as well as contributing to the expansion of existing client accounts.

In addition, you will work with the wider Public Sector teams and other internal SMEs to both create and maintain a comprehensive bid library of up to date content and client case studies.

Key Responsibilities and Accountabilities:

  • Mobilise and engage a Bid Team based upon the specific services requirements for a bid. Bid team design to include all SMEs that will be required to contribute the bid response and solution design
  • Working with the SVP Business Development to co-ordinate a bid kick off / briefing session to engage all required SMES to support the bid and gain their commitment for the support of specific response areas
  • Manage the day-to-day effort for complex high value bids, including governance, solution development and bid production.
  • Work closely with the SVP of Business Development to manage and develop bid teams as part of the bid process from development of initial win strategies, through to submission and, where appropriate, successful contract award.
  • Achieve the successful conversion of opportunities, winning new business and expanding and retaining existing ones.
  • Deploy strong project management skills to ensure all bid timescales are achieved in a timely fashion
  • Participation on pre-tender market engagement activity
  • Working with the SVP of Business Development to secure executive sign off for proposed solutions/prices as part of the formal bid process
  • Ability to analyse a client’s business / service function, strategic business objectives and requirements; translating this intelligence into compelling, written responses, working in conjunction with Sales Leads and SMEs.
  • Understand Teleperformance (TP) products, services, experience and working closely with all required functional business delivery areas.
  • Ensure consistency across the bid in quality, style, format and language
  • Ability to create bespoke bid content aligned to specific client response requirements to ensure the highest possible marks are achieved for technical responses as part of the bidding process
  • Manage bid team deliverables in the development of proposal responses including the review and approval release processes.


  • Ability to put complex ideas across simply in written, visual (slides) and verbal forms
  • Ability to create bespoke bid content that is compliant with client response requirements and aligned to scoring and reference criteria
  • Confident presenter and public speaker, able to motivate and engage a bid team and gain their commitment and support
  • Ensuring that current Government policy and compliance requirements are understood and are reflected in all bid responses created
  • Responsibility for undertaking research and understanding of Government procurement directives eg Outsourcing Playbook and how these directives will impact bid responses and should be addressed in the bidding process

Bid Management process:

  • Demonstrable knowledge and success of how to structure a winning bid for customer management services and operations within the Public Sector
  • Demonstrable knowledge of formal bid procurement processes and vendor responses e.g. RFI/ITT/RFP/BAFO)
  • Excellent standard of project management skills and principles and the application of these to bid management process
  • Demonstrable experience of managing and using customer procurement portals and processes and creation of data rooms to include undertaking due diligence of all bid materials


  • Knowledge of set up of file sharing environments including management of access rights and version control
  • Excellent standard of computer literacy and skills across all main MS Office applications including Word, Excel, Powerpoint etc
  • Excellent standard of use of supporting software including MS Project, Visio and other packages for creation of high quality bid responses and supporting information


  • Experience of successfully leading and managing bids in a BPO contact centre outsourcing environment, with specific experience of working on Public Sector bid responses
  • Strong knowledge of multi-channel customer engagement services and processes
  • Experience of working on complex and high value bid opportunities with a demonstrable track record of success
  • Experience of undertaking due diligence analysis of customer provided data and insights to deliver a compliant solution to meet customer needs and ensure a compliant, high scoring bid response
  • Excellent written and verbal communications skills with evidence of having authored detailed bid responses submissions
  • A strong influencer, able to inspire and motivate internal teams and third party suppliers to fully engage in, commit to and deliver outstanding content for bid responses
  • A creative problem solver, able to look at a situation and generate imaginative but compliant bid responses.
  • Experience of working in a fast paced and highly challenging bidding environment where you have been directly responsible for the ownership of the end to end bidding process.

Education/Specific Training/Work Experience Requirements:

  • Essential - Proven strong bid management experience/skills in managing complex, high value, Public Sector bids preferably with APMP, Six Sigma and Prince II (or equivalent) accreditation.
  • Desirable - Educated to degree level.

Work Experience:

  • At least 5 years of experience in a similar role in an outsourcing environment, ideally working on Public Sector new business opportunities
